What does Net Zero mean for Buchanan Galleries?

Net Zero is a main target of the Buchanan Galleries masterplan vision&nbsp;that will think&nbsp;about how we approach construction&nbsp;in accordance with&nbsp;<a href="https://www.gov.scot/policies/climate-change/#:~:text=We%2520are%2520transitioning%2520to%2520a,all%2520greenhouse%2520gases%2520by%25202045." rel="noopener noreferrer" target="_blank">Scottish Government Net Zero Carbon standards and guides</a>. &nbsp;This relates to embodied carbon,&nbsp;operational carbon,&nbsp;circular economy and waste&nbsp;minimisation.Circular Economy will be an integral aspect of the masterplan where the opportunities to reuse and repurpose elements of the existing building and public realm will be explored. The new buildings will also be designed and made to allow ease of future flexibility, expansion and refurbishment, that will extend the life span of the buildings.&nbsp;&nbsp;The embodied carbon of the masterplan will be reduced through methods used throughout the whole life cycle of the development. This includes designing buildings for the end of their life and how easily they could be deconstructed to create more opportunities for material re-use and up-cycling, as well as using materials that have a low carbon footprint. Industry leading embodied carbon benchmarks will be used throughout the masterplan to reduce the carbon emissions associated with the creation of the future structures.&nbsp;&nbsp;We are using a &#39;fabric first approach&rsquo;, suggesting energy efficient systems and exploring renewable technology opportunities. Similar to embodied carbon, industry leading energy performance benchmarks will be applied to achieve zero carbon while it is in use while also reducing energy costs for the final user.&nbsp;&nbsp;The buildings, landscape and public realm will be designed to better local air quality, biodiversity, economic growth and human health and wellbeing. This includes a fossil-fuel-free development, urban greening and nature-based design to&nbsp;minimise&nbsp;negative environmental impacts, while also improving biodiversity and connecting people to the natural and existing city environment.

Earlier this summer we began wide ranging conversations with a variety of key stakeholders, local groups and city-wide organisations to inform the brief for the redevelopment of Buchanan Galleries.

Consultation and Engagement Recap

Beginning in Summer of 2022, New Practice held a range of consultation activities across a three stage consultation programme. Alongside events and opportunities for discussion and feedback with the general public, a variety of key stakeholders, local groups and city-wide organisations were also consulted on the redevelopment of Buchanan Galleries. Alongside online consultation tools and exhibitions, we held a series of in-person meetings and public activities to raise awareness of the project, gather feedback and collect visions and principles across the phased programme. These included multiple workshops, drop-in sessions, an outdoor pop-up event with Nevis Ensemble, a youth engagement workshop, a Meet the Design Team event at Glasgow Royal Concert Halls. Some of our consultation activities included:<ul><li dir="ltr">Youth Engagement We hosted a youth photography workshop which was open for public sign-up, and was promoted via social media. Supported by a local photographer from the Glasgow School of Art, the photography session invited youth observations about the area and its future. We also engaged a group of undergraduate students from Glasgow School of Art to reimagine the Retail Academy space within Buchanan Galleries as a welcoming space for our future consultation sessions.</li><li dir="ltr">Outdoor Pop-Up Event with Nevis Ensemble&nbsp; We raised awareness of the consultation with our outdoor pop-up event on a busy Saturday on Buchanan Street where members of our design team spoke with the public about the project. Nevis Ensemble, Scotland&rsquo;s street orchestra, helped to draw attention on the day with a rousing programme of classics to put a smile on peoples faces!</li><li dir="ltr">Meet the Design Team We held a special event at the Glasgow Royal Concert Hall to present the context and ambitions for the project and introduce the public to the design team. Hosted by Tamsie Thomson, CEO of The Royal Incorporation of Architects in Scotland (RIAS), the presentation was followed by a Q&amp;A session. A recording of this presentation is now available to view online.</li><li dir="ltr">Public Workshops We held a series of workshops across all of our consultations stages, which invited the public to attend a focussed discussion on the masterplan. These began with workshops to learn peoples&#39; visions and principles for the future of the city centre, with later workshops providing opportunities to view and learn about the developing masterplan to offer feedback and thoughts. A highlight of this process was a session specifically designed in partnership with Glasgow Disability Alliance.&nbsp;</li><li dir="ltr">Drop-In SessionsWe hosted four drop-in sessions across weekends and weekdays across January and February. Our team spoke to passers-by in the ground floor of Buchanan Galleries with exhibition boards, answering questions and gathering thoughts and feedback. For those wanting to learn more, we had a dedicated exhibition space with members of the design team present to provide more information.</li><li dir="ltr">Online EngagementFor those unable to attend in-person events, we hosted a number of online exhibitions outlining the developed masterplan, alongside pre-recorded presentations by the design team. These materials were available on this Commonplace website, alongside a survey to gather feedback, comments, and input on the design of the public realm.</li></ul>

Through our recent public consultation during the summer (June - August) to explore visions and principles for the site, a number of key themes emerged which have helped to inform the emerging masterplan for the redevelopment of Buchanan Galleries and surrounding areas.&nbsp;Our analysis of findings across each of these themes has helped to shape the approach to the material presented in this survey. However, before completing this survey we would encourage you to view the Online Exhibition and watch the Design Team Presentation (20 minutes) to get a better understanding of the approach to the redevelopment. &ldquo;We want to extend Glasgow city centre, not reinvent it. We are seeking to open the Buchanan Galleries site up to allow new connections to form and to allow everyone to move through the site to and from all directions.&nbsp;Connecting the site to the railway stations to the south (Queen Street and Glasgow Central Station) and Buchanan Bus Station is one of the important connections for the success of the masterplan. We want to create a thriving place where people want to come and spend time throughout the day and night - either to work, live, or to enjoy the amenities of the city centre.The redevelopment of Buchanan Galleries offers the potential to create a cleaner, greener city centre. We envisage a new neighbourhood in the heart of the city; prioritising walking and wheeling, active travel, safety and accessibility. A greener place that minimises environmental impacts and contributes to the sustainable future of the city.&rdquo;

The aim for the completed development is for it to be Net Zero. We are seeking to achieve a balance between the carbon emissions put into the atmosphere and those taken out. It is a fundamental target of the Buchanan Galleries masterplan and the development will respond to the overarching agendas set out by the Scottish Government and Glasgow City Council.&rdquo;

As a highly accessible location, an increased density working with the topography of the city centre will maximise the potential of the area and create a high density development similar to those seen in other cities.&rdquo;

&ldquo;The development offers the opportunity to open up the site and re-connect it to the rest of the city. The current Buchanan Galleries has back of house facilities on three sides and currently acts as a blocker to movement within the city centre. By creating new streets and thoroughfares we will create new accessible spaces and experiences for everyone to enjoy&rdquo;

This includes a welcoming gathering space where the concert hall steps are reconfigured to create a more accessible entrance, which will continue to facilitate public gatherings and events.&rdquo;

Dundas Street will be upgraded with improved access to the Subway and new shops and caf&eacute;s.&rdquo;

&ldquo;Links to the Buchanan Bus station will be improved to provide direct access to the new development across an improved Killermont Street &lsquo;avenue&rsquo; with landscaping corridors, cycle lanes and wider pavements.&rdquo;

We would look to provide interim services where appropriate and bring forward plans for innovative temporary uses of space such as pop-up collaboration/innovation spaces.&quot;

This will create two office buildings with retail at ground floor. The buildings will be separated a new lane between Buchanan Street and Dundas Street.&quot;

This will allow development of this part of the site to come forward ahead of the rest of the masterplan and provide a further opportunity for an early phase of redevelopment on the site. On the South East corner of the masterplan Block K becomes the defining building, book ending the masterplan and containing the central civic use. As a marker in the City it announces the masterplan and will define the new street public realm along Cathedral Street and North Hanover Street.&quot;

Social Value Portal Survey

The Social Value Portal has been appointed by Landsec to develop its Social Value Strategy for Buchanan Galleries. The Social Value Portal specialises in measuring and reporting social value for organisations in the public and private sectors. We work with clients throughout the planning process to help them put a strategy in place to generate the most social, economic and environmental benefits through the design, construction, management and occupation of a development. &nbsp;The aim of this survey is to better understand the needs of the local community to develop a future-forward and inclusive social value strategy for Buchanan Galleries.&nbsp;The survey results will be&nbsp;used to help us prioritise&nbsp;measures and interventions as we continue to develop the Social Value Measurement Framework and set targets for the strategy. The questions have been formulated following a detailed Local Needs Analysis carried out by Social Value Portal. Of the needs identified, we want to understand&nbsp;how strongly you feel&nbsp;it is a priority for you in the local area. The masterplan seeks to create a resilient city centre through introducing a greater diversity of uses, aiding post-covid recovery, being a net zero development, and providing accessibility to all with the creation of new public realm and public assets.&nbsp;The development offers the opportunity to open up the site and reconnect it to the rest of the city. The current Buchanan Galleries building has back of house facilities on three sides and currently acts as a blocker to movement within the city centre. The redevelopment presents an opportunity to create a fantastic public realm, active shop and leisure uses, net zero buildings and improved land use efficiency - blending in with the urban landscape of the city and existing taller buildings.&nbsp;The proposals will help Glasgow City Council meet its planning policy objectives to restore the townscape of the city centre, deliver a range of uses to increase the attractiveness and diversity of experiences throughout the day, and provide an attractive environment for the public.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1674663620/projects/61dbf94941919d59edbb024a/srx81j0ooz1cnhei0i17.jpg" class="fr-fic fr-dib" data-uw-rm-ima="ai-w" alt="A map showing a grid structure of buildings where the Buchanan Galleries building currently stands in Glasgow City Centre.">

<h3>How satisfied are you that masterplan responds to the local context of the wider city in terms of...</h3>

We have completed extensive analysis to explore how Buchanan Galleries could be repurposed. You can see the findings of our analysis in the following image.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1674664476/projects/61dbf94941919d59edbb024a/trp9pxbq9qufepv87rv0.jpg" class="fr-fic fr-dib" data-uw-rm-ima="ai-w" alt="A 3D visual of Buchanan Galleries, indicating elements of the structure that make it difficult to convert to other uses.">Since the existing building has been designed and constructed as a shopping centre, it is not suitable for conversion into new homes, offices or retail that people would want to occupy.If the existing building was to be repurposed, much of the Buchanan Galleries would need to be demolished, with significant work required, to provide daylight, sunlight, natural ventilation and the high standards of energy efficiency required of modern-day buildings and homes.We do however understand that there is carbon &lsquo;debt&rsquo; due to the relatively young age of the Buchanan Galleries.We are minimising this carbon &lsquo;debt&rsquo; through:<ul><li dir="ltr">The re-use of existing buildings, foundations, basements and steel structures into the new masterplan.&nbsp;</li><li dir="ltr">Re-using existing materials at other construction sites within the city.</li><li dir="ltr">Recycling as many materials as possible.</li><li dir="ltr">Carbon off-setting in accordance with industry guidance.</li></ul>

The current Buchanan Galleries building has many back of house areas that create stretches of blank walls at street level. The new masterplan will increase the amount of active frontage at ground level by opening up the streets, and bringing these uses to the ground floor.

<h3>We hope to provide more reasons for people to visit and occupy the area throughout the day and into the evening.</h3>

The increase in density is achieved by introducing buildings that are taller than the current Buchanan Galleries building. In making the Concert Hall more accessible and visible to the city street, it&rsquo;s important that the area in front of the Concert Hall still remains an active and successful public space.

The masterplan proposes to cover the open air portion of the railway line at Queen Street Station, North of Cathedral Street.This will provide an area for a new key public space or building in the city centre.&nbsp;We would like your help to define the character of this new public space. Accessibility is a key driver in improving the area. The new public space on Cathedral Street will also have a street lift to provide equal access. Phase 1 (Blocks A and B) would be the first part of the Masterplan development to be delivered. As such, we are working up full detail on these proposals &ndash; Phase 1 will have its own planning application alongside the overarching Masterplan planning application.The detailed planning application requires confirmation of materials to be used. &#39;Block K&#39; is also envisaged to be an early phase of the development to be delivered. Block K will have its own planning application alongside the overarching Masterplan planning application.We are considering the colour palette and materials to be proposed. A specific combination of glazing and solid materials are required to meet sustainability targets.

We are attempting to &lsquo;activate&rsquo; the ground floors of the masterplan buildings where possible through commercial uses. Find out about our consultation activities!

Beginning in Summer of 2022, New Practice held a range of consultation activities across a three stage consultation programme. Alongside events and opportunities for discussion and feedback with the general public, a variety of key stakeholders, local groups and city-wide organisations were also consulted on the redevelopment of Buchanan Galleries. Alongside online consultation tools and exhibitions, we held a series of in-person meetings and public activities to raise awareness of the project, gather feedback and collect visions and principles across the phased programme. These included multiple workshops, drop-in sessions, an outdoor pop-up event with Nevis Ensemble, a youth engagement workshop, a Meet the Design Team event at Glasgow Royal Concert Halls. Some of our consultation activities included:<ul><li dir="ltr">Youth Engagement We hosted a youth photography workshop which was open for public sign-up, and was promoted via social media. Supported by a local photographer from the Glasgow School of Art, the photography session invited youth observations about the area and its future. We also engaged a group of undergraduate students from Glasgow School of Art to reimagine the Retail Academy space within Buchanan Galleries as a welcoming space for our future consultation sessions.</li><li dir="ltr">Outdoor Pop-Up Event with Nevis Ensemble&nbsp; We raised awareness of the consultation with our outdoor pop-up event on a busy Saturday on Buchanan Street where members of our design team spoke with the public about the project. Nevis Ensemble, Scotland&rsquo;s street orchestra, helped to draw attention on the day with a rousing programme of classics to put a smile on peoples faces!</li><li dir="ltr">Meet the Design Team We held a special event at the Glasgow Royal Concert Hall to present the context and ambitions for the project and introduce the public to the design team. Hosted by Tamsie Thomson, CEO of The Royal Incorporation of Architects in Scotland (RIAS), the presentation was followed by a Q&amp;A session. A recording of this presentation is now available to view online.</li><li dir="ltr">Public Workshops We held a series of workshops across all of our consultations stages, which invited the public to attend a focussed discussion on the masterplan. These began with workshops to learn peoples&#39; visions and principles for the future of the city centre, with later workshops providing opportunities to view and learn about the developing masterplan to offer feedback and thoughts. A highlight of this process was a session specifically designed in partnership with Glasgow Disability Alliance.&nbsp;</li><li dir="ltr">Drop-In SessionsWe hosted four drop-in sessions across weekends and weekdays across January and February. Our team spoke to passers-by in the ground floor of Buchanan Galleries with exhibition boards, answering questions and gathering thoughts and feedback. For those wanting to learn more, we had a dedicated exhibition space with members of the design team present to provide more information.</li><li dir="ltr">Online EngagementFor those unable to attend in-person events, we hosted a number of online exhibitions outlining the developed masterplan, alongside pre-recorded presentations by the design team. These materials were available on this Commonplace website, alongside a survey to gather feedback, comments, and input on the design of the public realm.</li></ul>

This film was screened at the Buchanan Galleries Consultation Exhibition on Thursday 9th March at the Glasgow Royal Concert Hall.
